Pirates
Pirates is anyone who raises a jolly roger and sails under it. This is enough for marines to hunt down a pirate though they normally would not waste their time on a small time pirate. Just because someone is a pirate does not mean that they garner a bounty. Once someone becomes a pirate there is no way that the marines will not hunt them, unless they have a special pardon from the World Government.
A bounty being placed on a pirate depends on what actions he or she has done. If they are considered significant threat to the World Government than a pirate will be awarded a bounty. Every pirate starts with a bounty of 0. There are many different things that garner a bounty, some are strength, pillaging, killing marines, taking out stronger pirates, etc.
Pirates can generally be put into two categories:
Marines
The World Government's military sea force, tasked with law enforcement, international security and military operations. They are present in all the seas around the world, as evidenced by their branch offices. The focus of their assets is on the far more dangerous Grand Line.
Marines are expected to completely obey the orders of the World Government and their superiors. They have to maintain order throughout the world and impose the will of the World Government. They have duties to assign a criminal with a bounty if he or she has become a threat to the World Government.
Commendations determine what rank a marine is. Every one starts with 0 commendations. Capturing criminals, protecting civilians, accomplishing the orders of the World Government, etc will lead to a marine gaining commendations.

Cipher Pol
The Cipher Pol is a World Government organization that has 10 different units. They work directly with the World Government in espionage, assassination, and bringing criminals to justice. Cipher Pol 1 (CP1) - CP8 are regular stepping stones to the two stronger units that Cipher Pol has. CP9 is the second strongest unit and special training is required to be a part of this unit. They represent the dark justice of the marines. They have special permission to kill civilians if it helps them succeed in their mission. Due to this they are a top secret unit that people do not know about. The strongest of the units is Cipher Pol Aigis, also known as CP0. The serve the World Nobles directly.

Bounty Hunter
Bounty hunters are people who are allowed to hunt a criminal for the bounty on their head. As long as the bounty hunter does not break a law they are not consider to be a criminal. Bounty hunters may hunt alone, in pairs, or even form an organization solely dedicated on apprehending a criminal. All criminals apprehended are released into the custody of the Marines dead or alive.
Some are hunting down criminals just for money, others to bring them to justice their way and some for fame. Of course, there are also those who hunt down bounties for the challenge they offer as a means of testing their own level of skill. Bounty Hunters also act independently from other established law enforcement groups and are free to roam as they please.
Bounty hunters do not garner a bounty as long as they obey the laws. If they break the law they are no longer consider a bounty hunter and have now become a criminal. There are also no ranks among them as the marines have. Instead they are measured by fame.

Revolutionary
Those involved in the Revolutionary Army are considered an immediate threat to the World Government. Just because someone is part of the revolutionary army does not mean they automatically gain a bounty. In fact most revolutionaries work in the shadows without anyone knowing about them, this makes it easier to infiltrate places.
Unlike pirates who avoid directly provoking the World Government, revolutionaries do not. Their movement is a threat to the stability of the world and that they aim to oppose the World Government as well as what it stands for

Peace Main | Peace main is a pirate who goes on adventures and does not really care about amassing treasure or fighting other pirates. That is not to say that they will not steal treasure from others if it is there and the chance is open, but their primary goal is usually not to own it and greed is generally not their motivation. More often than not, a peace main pirate sees his or her own crew as their most valuable treasure. |
Morganeer | The morganeer fight for treasure and personal ambition. They are greedy and love to fight just to cause other people pain and misery. Not to say that they can't treasure their crew, but generally that is not the case. |
