Techniques are a very integral part of the One Piece world. They allow a character to fight against their opponents and use special attacks that can deal a lot of damage. However, one cannot simply do this at the beginning of their journey. When a character first starts unless their techniques are enhance by a devil fruit they are nothing greater than mere punches and kicks. Basically simple stuff that a normal human can do. As your experience levels up so does your techniques.
Experience levels not listed are simply due to the fact that all you gain at that level is attacks that deal more damage. No new special technique can be learn at this point. With each experience level once gains their techniques deal more damage, which is why there is no point of listing them.
Based on the level of the experience system, techniques would go like this.
There are a total of 40 techniques available for a single character once he/she has gain all experience levels. To start out only five techniques are available. If your character acquires a devil fruit, than one of the techniques that he/she must have is a description of what that fruit allows them to do based on their experience level. An example of this description for someone who is a Novice I is as follows:
Pika Pika no Mi
Selena with hard concentration can turn a limb into light. She can create light based attacks with a very small destructive force. She can move at the speed of light for a brief movement, but cannot do so again in a thread due to the stamina it takes up

Novice III | Damages are enhance a little more, such as breaking rocks, logia users need slight concentration to turn a limb into their element. Destructive force of fruit users are slightly enhance. |
Novice IV | Having techniques that take out a group of small fries is possible. |
Novice V | Can cause holes in buildings with a punch or kick, a simple punch or kick can send someone flying back. Fruit users with destructive powers can cause destruction on a small scale. |
Basic I | Cutting or hitting through iron is possible, logia users with some concentration can turn two limbs into their element. |
Basic III | Breaking something made out of steel or cutting it is possible, logias can turn three limbs into their element. |
Basic IV | A simple flying slash attack. |
Basic V | Supernatural techniques for normal humans such as Diable Jambe, destructive force of fruit users is on a medium scale, such as destroying various small ships or part of a town. |
Veteran I | Logia users can turn four limbs or half their body into their element with some concentration. |
Veteran II | The basics of haki can be learn by someone. |
Veteran IV | Techniques with explosion like capabilities, such as red hawk, |
Elite I | On reflex a logia user can become their element, destruction is taking into a new level. |
